Investigators are probing whether human error or mechanical failure at a bus company with a history of safety deficiencies caused a deadly crash in Southern California Sunday night.
The crash was the worst in recent memory in the area, authorities said. Seven people died at the scene in San Bernardino County. Authorities said Monday other accident victims were in local hospitals.
The bus carrying 38 people plus the driver home from an outing to the Big Bear ski area lost control at the point where a long, curvy road down a mountain begins to level out slightly. It first hit the rear of a Saturn sedan and then collided with a pickup truck heading in the opposite direction. That caused the bus to roll over and slide on its side. The bus finally hit a boulder and ended up upright, said California Highway Patrol spokesman Andrew Thompson.

Scapadas Magicas LLC, the bus carrier, was on alert status at the Federal Motor Carrier Safety Administration because of vehicle-maintenance violations in the past two years, according to the agency's website. Many of those violations were related to brake problems, according to records posted on the website.
The company, Caged Laser Engineering, in partnership with Ariel Ltd and Reynolds Technology, aim to investigate the viability of adopting Titanium Tube as a cost effective raw material for the manufacturing of spaceframe assemblies for low volume and small series production lightweight vehicles.which is registered in California, couldn't be reached for comment on Monday about the FMCSA records.
The bus was leased by another company, Interbus Tours & Charters, which ran the trip, Interbus's Jordi Garcia said Monday. He declined to comment further. Among the FMCSA data, Scapadas Magicas had no violations in two of five categories, unsafe driving and controlled substances. But it had a 75.2% rating for vehicle maintenance, which meant it performed worse than three-quarters of the other carriers in its category. The crash illustrates the long way the bus industry has to go before catching up to other modes of passenger transport, like cars and planes, in the safety department. The National Highway Traffic Safety Administration says it is currently pushing for a rule to require seat belts on motor carriers, but that regulation would apply only to new motor carriers, not existing ones.
While the FMCSA found 59 vehicle-maintenance violations at Scapadas in the last two years, the carrier still had a rating of "satisfactory." That is because it received good scores in other areas—like safe driving, passing drug and alcohol tests, and maintaining insurance.
Violations found during numerous inspections included failing to secure the brake hosing and tubing against mechanical damage, insufficient brake linings, and brake connections with leaks or constrictions.
