Safety culture at Palisades nuclear power plant was the topic of discussion during a public meeting Tuesday night, and though the plant's rating was recently upgraded by the Nuclear Regulatory Commission, several residents remain unconvinced that the plant is safe.

More than 20 people spoke in an open forum to the NRC of their concerns about Palisades management and the plant's continued operation, following a news conference in which plant officials and the NRC discussed the stepped-up schedule of inspections that will continue through 2013.

“I’m alarmed by Palisades' performance record,” Casey Miller, of Kalamazoo, said. “It’s disturbing that something like a nuclear power plant can be kept running with such poor performance.”

Palisades was upgraded in November to a column 1 level plant from a column 3 level plant. A column 1 plant is the safest level, and is what the vast majority of nuclear power plant in the United States operates under, NRC Regional Administrator Charles Casto said. Barry Davis, the general manager of engineering for Entergy Corp., which operates Palisades, says the improvements in safety culture at the plant are becoming evident.

“We’re seeing the results we want, more consistent – doing things under control,” Davis said.

Two main issues had caused the plant in Covert to be downgraded in February -- a leak caused by wear in the surface water pump and an electrical issue caused by human error. These issues raised the plants to the white and yellow status until the leaks could be repaired.
